Submitting a complete application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC) is the final stage in the process of obtaining a Canada PR visa under the Express Entry System. An applicant who fulfils the eligibility requirements of the concerned program and meets the cut-off mark of the Comprehensive Ranking System – the Canada PR points calculator – will receive an invitation to apply for PR from IRCC. Within 60 days of receiving this invitation, an online PR visa application must be submitted to the IRCC. The application process is linear and simplistic. Step 1: The candidate must sign into the online account through the IRCC website, click the link to apply for permanent residence, and fill out the mandatory fields of the online form. Step 2: The system will provide a customised document checklist. The candidate should upload the required documents in the accepted format. Step 3: The applicant must pay the fees for themselves and family members included in the application, through the online account. The application fee for the primary applicant is $1040 CAD. This includes the processing fee and the right of permanent residence fee. The same amount applies to an accompanying spouse or common-law-partner. The fee payable for including a dependent child in your application is $150 CAD. Step 4: Once the forms are filled, documents are uploaded and the fee is paid, the complete application package can be submitted into the online system. The applicant can inform the IRCC regarding changes in their situation (marriage or divorce, birth of a child, etc.) even after lodging the application, by filling a web form. Step 5: After the application is submitted, the IRCC may contact the applicant through the online account in order to ask for biometrics (including the biometrics fee), provide updates regarding the status of the application, demand additional documents or arrange an interview if required. Step 6: The IRCC will verify the information enclosed in the application and make a decision based on the eligibility, medical examination results, police certificates and background checks of the applicant and accompanying family members. If approved, the applicant receives a Confirmation of Permanent Residence (CoPR) and a PR visa. The applicant must make a one-time entry to Canada before the CoPR expires. The usual processing time for the Canada permanent residency application is 6 months. Most married immigration aspirants wish to relocate with their spouse or common-law partner, and children. Migrating with a partner provides support while assimilating to an unfamiliar environment. As an added advantage, the Comprehensive Ranking System – CRS points calculator attributes points for ‘Spouse Factors’ to candidates under the Express Entry program. These points can be claimed to enhance the total score and improve the CRS rank, thus increasing the probability of being selected from the pool of applicants and being granted the Canada PR visa.
The CRS allocates a point score out of 1200 – based on core competency, spouse/common-law partner factors, skill transferability, and additional considerations – to determine the Canada PR eligibility of a registrant. The primary applicant can be awarded up to 40 points, on the basis of the spouse/partner’s potential to contribute to the local economy. This is determined by evaluating the partner’s level of education, language skills and prior work experience in Canada. Points are awarded only for the highest academic qualification. High school graduate – 2 points One-year program from a post-secondary educational institution – 6 points Two-year program from a post-secondary educational institution – 7 points Bachelor’s degree or a three/more year program from a post-secondary educational institution – 8 points Two/more degrees, diplomas or certificates, one of which is a three/more year program – 9 points Master’s degree, or a professional degree in a licensed profession (optometry, medicine, chiropractic medicine, veterinary medicine, pharmacy, dentistry or law) – 10 points PhD – 10 points Official Languages Proficiency (Maximum 20 points) The partner should at least be able to score Canadian Language Benchmark (CLB) 4 in each ability (listening, reading, writing and speaking), by appearing for an approved language proficiency examination, to indicate their skills in either one of Canada’s two official languages – English and French. CLB 4 or less – 0 points in each ability CLB 5 or 6 – 1 point in each ability CLB 7 or 8 – 3 points in each ability CLB 9 or higher – 5 points in each ability Canadian Work Experience (Maximum 10 points) To claim points under this parameter, the partner should have worked under a Canadian employer for at least a one-year duration. Points are awarded based on the number of years of work experience in Canada. 1 year – 5 points 2 years – 7 points 3 years – 8 points 4 years – 9 points 5 or more years – 10 points Candidates who are not applying for immigration with an accompanying spouse or common-law partner are also capable of earning a sufficient point score based on the varied selection factors of the CRS points calculator. However, those applying with their spouse or common-law partner must attempt to avail points under this criteria to inch closer towards the prospect of immigration to Canada. |
